Cost Allocation Problem

A new transmission line from Wyoming wind farms to California cities costs $3 billion. Wyoming exports the power. California consumes it. Colorado, Utah, and Nevada see the line cross their territory but gain little. Who pays? This question has stalled more transmission projects than any engineering challenge.

Cost allocation is the process of deciding which customers, utilities, or states pay for shared transmission infrastructure. The difficulty is structural: a transmission line benefits many parties in different ways and amounts, benefits change over time as generation shifts, and no single authority spans the multiple states and utility territories a line crosses. FERC (the Federal Energy Regulatory Commission) sets rules for interstate transmission, but has historically deferred to regional negotiation, producing gridlock.

Identify who has a stake. The wind developer wants the line built (it unlocks revenue). California ratepayers benefit from cheap wind power. States along the route bear construction disruption and visual impact. Local utilities may face competition from imported power.

Consider allocation methods. Beneficiary-pays assigns costs to those who benefit (hard to measure). Socialized costs spread the bill across all ratepayers in a region (politically simpler but feels unfair to non-beneficiaries). Highway model treats transmission as public infrastructure funded broadly (used successfully for the interstate highway system).

Why has the U.S. built far less high-voltage transmission per capita than China over the past decade?

Fragmented authority. China has one state grid company. The U.S. has hundreds of utilities across three interconnections, 50 state regulators, and FERC. Each entity can slow or block a project. Cost allocation disputes compound the interconnection backlog: beyond the study bottleneck, projects die when they are assigned network upgrade costs no one agrees to share.

Cost allocation is not a technical problem. It is a political one, and it is the bottleneck for the entire energy transition's infrastructure needs.
