ISO RTO Bottlenecks

Prerequisites

RTOs were designed in the 1990s for a grid with hundreds of large, dispatchable generators. They now must coordinate millions of distributed resources, process interconnection queues with 2,000+ GW of pending projects, and manage markets where zero-marginal-cost resources are depressing prices below what keeps the grid reliable. The institutional design is straining.

Three bottlenecks are structural. Interconnection queues have become the single largest barrier to clean energy deployment; the interconnection queue lesson covered the mechanics. What matters here is institutional: FERC Order 2023 mandates cluster-based studies, but RTO implementation is years away.

Market design for high-renewable grids. RTO markets reward marginal cost, but solar and wind have zero marginal cost. As renewables grow, energy market revenues decline for all generators, threatening the viability of the flexible resources (gas, storage) needed for reliability. Capacity markets patch this but add complexity and political controversy.

Transmission planning across seams. Each RTO plans transmission within its footprint. Power flowing between RTOs (called "seams") faces coordination gaps: different study methods, cost allocation disputes, and no entity with authority to plan interregional transmission holistically.

Can RTOs evolve fast enough?

Historically, RTO reform takes 5-10 years from proposal to implementation. FERC Order 2023 (interconnection reform) was finalized in 2023; full implementation is expected by 2028. FERC Order 1920 (transmission planning reform) is contested in court. The grid is changing faster than the institutions that govern it.
