Stranding Timing
Prerequisites
A fast, predictable energy transition and a slow, uncertain one both strand assets. But only one of them breaks balance sheets.
The counterintuitive tension: speed is not the enemy; unpredictability is. A rapid but certain transition gives asset owners a known timeline to depreciate assets, restructure debt, and plan workforce transitions. A slow but uncertain transition is worse: owners cannot write down assets they might still need, lenders cannot price risk they cannot see, and regulators cannot set rates for plants that may or may not operate next decade. Policy uncertainty freezes the information financial markets need to function.
Two utilities, same coal exposure. Utility A learns in 2025 that a carbon price will rise $10/ton annually for 20 years; its coal plants become uneconomical by 2035. Utility A depreciates over ten years, notifies bondholders, and plans accordingly. Utility B operates under a legislature that debates carbon pricing every two years, passing nothing, threatening action. Its coal plants may close in 2028, 2045, or never.
Which utility faces higher financing costs on new generation projects?
Utility B, by a wide margin. Lenders cannot price a loan against an asset with a 17-year uncertainty band. Higher capital costs spread across the entire portfolio, not just the stranded assets. Uncertainty compounds the loss beyond what stranding itself would cost.
This is why regulatory clarity, even when aggressive, can reduce total system costs compared to prolonged ambiguity. Investors will accept transition risk; they cannot price unknowable risk.
Why does policy uncertainty generally produce worse financial outcomes than a fast but certain energy transition?
When the timeline is unknown, lenders cannot underwrite loans against potentially stranded assets. That uncertainty premium raises financing costs across the whole portfolio.
