Net-Zero Pledges

Over 140 countries have announced "net zero by 2050" (or similar) targets. Collectively they cover roughly 90% of global GDP. Fewer than 30 have backed those pledges with binding legislation. The gap between announcement and implementation is the defining feature of net zero politics.

"Net zero" means total greenhouse gas emissions minus removals (forests, direct air capture, carbon capture) equals zero. It does not mean zero emissions. This distinction matters because it allows countries to claim net zero while still emitting billions of tonnes, as long as removal offsets match. The credibility of a net zero pledge depends on three things: whether it is legally binding (law vs. policy statement), whether it includes interim targets (2030 milestones, not just 2050 aspirations), and whether current policies are on track to meet those interim targets.

The credibility spectrum. The UK: net zero by 2050 enshrined in law, legally binding carbon budgets for each five-year period, independent Climate Change Committee tracking progress. India: net zero by 2070 announced by the Prime Minister, no legislation, no interim targets. Saudi Arabia: net zero by 2060 announced at COP26, no domestic legislation, plans to increase oil production through 2030.

What distinguishes a credible net zero pledge from a political gesture?

Interim accountability. A 2050 target with no 2030 milestones and no enforcement mechanism is a prediction, not a commitment. The countries whose emissions are actually declining (UK, EU, Japan) share a common feature: legally binding near-term targets with independent monitoring. Countries that announce distant targets without near-term obligations are, in practice, deferring action.
