Transition Equity

When a coal plant closes, air quality improves for the surrounding community. It also eliminates 300 jobs paying $70,000-90,000 in a county where the median household income is $35,000. The plant's property tax revenue, which funded the local school district, disappears. Transition equity asks who bears the cost of climate progress and whether that burden is distributed fairly.

The energy transition creates concentrated losses in specific communities (coal towns, refinery corridors, pipeline regions) while distributing benefits broadly (cleaner air, lower emissions, cheaper energy). The mismatch between concentrated costs and diffuse benefits is the core equity problem. Boone County, West Virginia, has lost a third of its population since its coal-era peak. Renewable energy jobs grew nationally but not in Boone County, and not at $80,000/year with pensions.

The "just transition" toolkit. Economic diversification funding, extended unemployment benefits, retraining programs, early retirement packages for displaced workers, and tax revenue replacement for affected communities. The federal government's approach includes the IRA's "energy communities" bonus (10% additional tax credit for projects in former coal communities) and $4.7 billion in ARPA funding for coal community transition.

Do retraining programs work?

The evidence is mixed. Studies of displaced manufacturing workers (a reasonable analogy) find that retraining programs help younger, more educated workers but are far less effective for workers over 50 with industry-specific skills. The more effective interventions are direct: supplemental income, pension bridging, and community-level economic development. Promising retraining alone is often a way of sounding responsive without confronting the structural loss.
