Nuclear Risk Perception

Prerequisites

Nuclear power has killed fewer people per unit of electricity generated than any other energy source, including wind and solar. Public perception ranks it among the most dangerous. That gap between statistical risk and perceived risk shapes energy policy more than any engineering fact.

Deaths per TWh of electricity (Our World in Data, sourcing Markandya & Wilkinson and others): coal, roughly 25; oil, 18; natural gas, 3; wind, 0.04; nuclear, 0.03; solar, 0.02. Nuclear's figure includes Chernobyl and Fukushima. Even with those disasters, nuclear kills fewer people per TWh than rooftop solar (from installation falls).

The perception gap has three documented causes. Dread risk: nuclear accidents are rare but catastrophic when they occur, triggering disproportionate fear relative to chronic, diffuse risks like air pollution. Invisibility: radiation is undetectable by human senses, amplifying anxiety. Associative stigma: nuclear power shares a name and a history with nuclear weapons, linking civilian energy to existential threat in public consciousness.

Germany's policy choice. After Fukushima (2011), Germany accelerated nuclear plant closures. The replacement generation came partly from coal and gas, increasing CO2 emissions by an estimated 30-60 million tons per year through 2023.

Did the policy reduce risk to the German population?

Statistically, it increased risk. The additional air pollution from coal generation causes more premature deaths per year than Fukushima caused in total. But the perceived risk reduction (no nuclear) was politically decisive. Energy policy is not made on actuarial tables.
