Hydropower Limits
Prerequisites
Hydropower is a mature technology stuck at its ceiling. It is, for most of the developed world, essentially finished. The era of building large new dams ended not because the technology stopped working but because the best sites are taken and the costs became unacceptable.
Three constraints limit new hydropower. First, site exhaustion: most high-head, high-flow locations in North America and Europe are already dammed. Remaining sites offer lower output per dollar invested. Second, environmental damage: dams flood valleys, block fish migration, alter river sediment flows, and displace communities. The Three Gorges Dam displaced 1.3 million people. These impacts are no longer politically acceptable in most democracies. Third, climate vulnerability: hydropower depends on rainfall and snowmelt. Prolonged drought reduces reservoir levels and output. The western US, Brazil, and East Africa have all experienced hydropower shortfalls during droughts.
Assess growth potential. Global hydropower capacity has grown only 2% annually, mostly in developing countries (China, Southeast Asia, Africa) where undeveloped sites remain and environmental review is less stringent.
If existing dams are already built, can they at least be upgraded?
Optimization, not expansion. Retrofitting existing dams with modern turbines can increase output 5-15% without new construction or flooding. Adding pumped storage capability to existing reservoirs provides grid flexibility. These upgrades extract more value from infrastructure already in place.
Hydropower remains valuable, but as an asset to maintain and optimize, not a growth technology for the developed world.
Hydropower provides 15% of global electricity at 90%+ efficiency, yet new large dam construction has largely stopped in the developed world. The primary reasons are:
