NATO Energy Wake-Up

NATO spent decades ignoring energy security as a strategic issue. The alliance's 2010 Strategic Concept mentioned energy once. Russia's 2022 weaponization of gas exports forced a rapid reversal: energy infrastructure became a military vulnerability overnight, and NATO had no doctrine for defending it.

The revelation. The Nord Stream pipeline sabotage (September 2022) demonstrated that undersea energy infrastructure could be attacked with impunity. NATO had 8,000+ km of subsea pipelines and cables in the North Sea and Baltic with no coherent protection strategy. The attack revealed a gap between NATO's military planning (focused on territorial defense) and the reality that modern warfare targets economic infrastructure.

The response. NATO created a Critical Undersea Infrastructure Coordination Cell (2023), increased naval patrols near pipelines and cables, and began integrating energy security into defense planning. Individual members responded differently: Norway deployed military assets to protect offshore platforms. Germany accelerated LNG terminal construction. Poland built the Baltic Pipe to bypass Russian routes entirely.

Does energy security belong in a military alliance's mandate?

After 2022, the question answers itself. Russia demonstrated that energy infrastructure is a military target and energy supply is a weapon. A defense alliance that ignores the infrastructure its members' economies depend on is defending territory without defending the systems that make territory worth holding. The conceptual shift: energy security moved from an economic policy issue to a defense planning requirement.
