Sovereignty-Security Tradeoff

Texas kept its grid separate from the rest of the US to avoid federal regulation. When Winter Storm Uri hit in 2021, ERCOT could not import significant power from neighboring systems. 246 people died. Texas chose sovereignty and paid in security. This tradeoff recurs at every scale of energy governance.

The sovereignty-security tradeoff emerges whenever energy systems cross jurisdictional boundaries. Joining an RTO improves reliability through shared reserves and diverse generation but cedes dispatch control to an independent operator. Building cross-border pipelines or interconnections improves supply diversity but creates mutual dependence. International energy agreements provide stability but constrain domestic policy choices.

The European version. EU member states pooled energy policy through the Internal Energy Market, sharing gas supplies and coordinating emergency response. When Russia cut gas to individual countries, the collective response (group purchasing, demand reduction mandates, infrastructure sharing) proved far more effective than any single country could have managed. But the same integration required countries to accept Brussels' authority over their energy markets.

Is more integration always better?

No, because vulnerability scales with interdependence. The same pipelines that connect Europe to cheap Russian gas made Europe vulnerable to Russian coercion. Deep integration creates shared resilience under normal conditions but shared vulnerability under adversarial conditions. The optimal point is somewhere between Texas-style isolation and total dependence on a single external supplier, and every jurisdiction finds a different balance based on its geography, resources, and threat environment.
