Prerequisites
The US can store roughly 700 million barrels of crude oil in salt caverns along the Gulf Coast, about 35 days of total national consumption at full fill. But capacity is a ceiling, not a promise: physical infrastructure determines how fast oil actually reaches markets, and the caverns are far from full.
The Strategic Petroleum Reserve (SPR) is a government-owned emergency stockpile stored in underground salt caverns at four sites in Texas and Louisiana. Salt caverns are ideal because rock salt is nearly impermeable, self-sealing if cracked, and cheaper to maintain than above-ground tanks. Maximum drawdown rate is about 4.4 million barrels per day, but distribution pipelines and refinery compatibility constrain how quickly released oil reaches consumers.
What the five major releases reveal. Presidents have directed emergency SPR drawdowns five times: the 1991 Gulf War, Hurricane Katrina (2005), the Libya supply shock (2011, coordinated with IEA partners), and two 2022 releases following Russia's invasion of Ukraine. Each targeted a different threat.
If the SPR is drawn down during multiple back-to-back crises, what constraint becomes the binding problem?
Replenishment lag. Buying oil to refill takes months to years, and Congress must appropriate funds. After 2022, the SPR fell to its lowest level since 1983, roughly 350 million barrels, leaving less buffer for the next disruption.
The SPR is a last-resort availability tool, addressing the first of the IEA's four energy security dimensions. Its value depends entirely on keeping reserves high enough that a release is large relative to the disruption.
Why are underground salt caverns used to store the SPR rather than above-ground tanks?
Salt's physical properties make caverns the most cost-effective large-scale storage option. The SPR's four Gulf Coast sites exploit this geology directly.
