DER Coordination Challenge
Prerequisites
The grid was designed to coordinate a few hundred large power plants. It now must coordinate millions of small ones: rooftop solar, batteries, EVs, smart thermostats. The control architecture for that world does not yet exist.
The DER coordination challenge is the engineering and regulatory problem of managing millions of distributed energy resources whose aggregate behavior affects grid stability but whose individual operation is controlled by customers, not grid operators. A single 5 kW rooftop solar system is invisible to the grid. A million of them represent 5 GW of uncontrolled, weather-dependent generation that can appear or disappear within minutes.
Two coordination approaches compete. The utility-centric model gives the distribution utility direct control over DERs through aggregation platforms and smart inverter standards (IEEE 1547-2018 requires new inverters to accept grid operator commands). The market-centric model uses price signals and aggregators to coordinate DERs through wholesale market participation (FERC Order 2222 requires RTOs to allow DER aggregations to bid into wholesale markets).
The visibility problem. Most US distribution utilities cannot see DER output in real time. They infer rooftop solar generation from substation-level measurements.
If the utility cannot see individual DERs, how can it coordinate them?
It cannot, yet. Smart inverters with communication capability and Advanced Distribution Management Systems (ADMS) are being deployed, but coverage is limited. In California, roughly 30% of DER capacity has grid-interactive capability. The rest operates autonomously, creating blind spots for grid operators during exactly the conditions (high solar, rapid cloud transients) when coordination matters most.
The DER coordination challenge is fundamentally different from traditional generation dispatch because:
