VPP Mechanics
Prerequisites
A virtual power plant (VPP) aggregates thousands of small distributed resources (rooftop solar, home batteries, smart thermostats, EV chargers) and operates them as a single dispatchable unit in wholesale electricity markets. No physical plant exists. The "generation" comes from coordinated charge, discharge, and demand adjustment across a fleet of devices.
The aggregator is the key actor. Companies like Tesla (via its Powerwall fleet), OhmConnect, and Sunrun enroll customers, install communication hardware, and bid the aggregated capacity into wholesale or ancillary service markets. When the grid operator calls for capacity, the aggregator dispatches commands to enrolled devices: batteries discharge, thermostats adjust, EV charging pauses. The grid sees a single 50-200 MW resource responding to dispatch signals, indistinguishable from a gas peaker.

What prevents VPPs from replacing all peaker plants?
Duration and reliability. A home battery provides 2-3 hours of discharge. A peaker plant runs for 8+ hours. And VPP availability depends on customer behavior: if enough customers override their batteries or unplug EVs, the aggregated capacity shrinks unpredictably. Grid operators accept VPPs as supplements to firm generation but are cautious about relying on them as sole replacements, because the constituent devices are not under centralized physical control.
