Energy Poverty Global Scale
Prerequisites
Four numbers define the scale of global energy poverty: 750 million people lack electricity access entirely. 2.3 billion lack clean cooking fuels. Roughly 3 million die annually from household air pollution (mostly from biomass cookstoves). And the average person in sub-Saharan Africa outside South Africa consumes about 180 kWh of electricity per year, roughly what an American refrigerator uses in four months.
Energy poverty is not just "less energy." It is a condition with specific, measurable consequences. Without electricity, vaccines spoil (no refrigeration), childbirth happens in darkness (no lighting), and economic activity ends at sunset. Without clean cooking fuel, families burn wood, dung, or charcoal indoors, producing particulate concentrations 10 to 50 times higher than WHO safety thresholds. The burden falls disproportionately on women and girls, who spend hours daily collecting fuel and suffer the greatest smoke exposure.
The geographic concentration is stark: over 80% of those without electricity live in sub-Saharan Africa. India electrified most of its population between 2000 and 2019, demonstrating that the problem is solvable at scale. But progress in Africa has been slower, partly because population growth outpaces new grid connections.
Worked Example
Sub-Saharan Africa outside South Africa has roughly 1.1 billion people consuming about 180 kWh per capita per year (total: about 200 TWh). The U.S. consumes about 4,000 TWh for 330 million people.
- Compare per capita. U.S.: 4,000 TWh / 330 million = about 12,100 kWh per person. SSA: 180 kWh per person.
How many times more electricity does the average American use compared to the average sub-Saharan African?
12,100 / 180 = about 67 times more. The entire electricity consumption of those 1.1 billion people is roughly 5% of U.S. consumption.
These numbers are the baseline for any serious discussion of energy access, climate equity, or development policy.
What is the primary cause of the roughly 3 million annual deaths attributed to household air pollution?
