Nuclear Diffusion Failure

France built 56 nuclear reactors in 15 years and now gets 70% of its electricity from nuclear power. If nuclear can scale that fast in one country, why hasn't it spread everywhere? The answer is not physics. It is institutions.

Nuclear power works nationally but fails to diffuse globally. Six barriers explain the pattern. Capital intensity: nuclear plants cost $5-15 billion upfront, requiring decades of revenue to recoup. Few countries have the financial markets or sovereign creditworthiness to finance this. Regulatory burden: each country must build a nuclear safety regulator from scratch, a process that takes years and requires specialized expertise that does not exist in most nations. Workforce bottleneck: constructing and operating a reactor requires thousands of specialized workers (welders, engineers, operators) trained to nuclear-grade standards. Proliferation concerns: the same enrichment technology that makes reactor fuel can make weapons material, triggering international oversight that slows deployment. Construction risk: nuclear projects routinely exceed budgets by 2-5x and timelines by 5-10 years, deterring private investors. Political opposition: the combination of Chernobyl, Fukushima, and weapons associations creates public resistance that few elected leaders will challenge.

Each missing element takes a decade to build. Nuclear diffusion requires institutional infrastructure that is harder to import than the reactor itself.

Nuclear's failure to spread is a case study in why technology alone does not determine energy outcomes. Institutions, financing, and workforce matter as much as physics.
