Prosperity Policy Implications

About 3.5 billion people live below the energy consumption threshold associated with basic human development outcomes. Any policy framework that treats energy primarily as an environmental problem rather than a development necessity will fail these people first.

The energy-prosperity relationship has four direct policy implications. First: restricting energy access to reduce emissions imposes costs on the world's poorest people, who contribute least to the problem. Per capita emissions in Sub-Saharan Africa are roughly 1/20th of the U.S. level. Second: cheap, reliable energy is not a luxury; it is a precondition for the health, education, and economic outcomes that define development. Countries below about 100 GJ per capita per year consistently show worse outcomes on the Human Development Index. Third: the fastest path from energy poverty to energy sufficiency has historically run through fossil fuels, because they are dispatchable, energy-dense, and financeable. Insisting on exclusively renewable pathways for developing nations may slow the transition out of poverty. Fourth: energy transitions are affordable only for nations that already have abundant energy. A country that cannot keep the lights on cannot simultaneously decarbonize.

Worked Example

Country A (Sub-Saharan Africa) consumes 15 GJ per capita per year. Country B (Germany) consumes 150 GJ per capita.

  • Compare to the prosperity threshold (~100 GJ). Country A is at 15% of the threshold. Country B is at 150%.

If both countries cut energy consumption by 20%, which suffers more?

Country A drops to 12 GJ, deepening energy poverty with measurable consequences for health and education. Country B drops to 120 GJ, still above the threshold, with impacts limited to comfort and convenience. Equal percentage cuts produce radically unequal human outcomes.

Energy policy that ignores the prosperity threshold will be regressive by design, regardless of its environmental intent.
