Fast Transition Exceptions
Prerequisites
France went from 11% to 79% nuclear electricity in 15 years (1975-1990). That is the fastest large-scale energy transition in modern history, and it happened because of a specific combination of factors that most countries cannot replicate.
The "energy addition, not substitution" pattern has real exceptions, but they share unusual preconditions. France's nuclear buildout succeeded because a centralized government with strong executive authority overrode local opposition, a single standardized reactor design (Framatome) reduced costs through learning effects, and the 1973 oil crisis created overwhelming political urgency. Iceland's geothermal transition worked because the country is small (370,000 people), sits on a volcanic hotspot, and had minimal existing fossil infrastructure to displace. Brazil's ethanol program scaled rapidly because sugarcane grows efficiently in Brazilian conditions and the government mandated flex-fuel vehicles.
The common thread: fast transitions happened where centralized authority, favorable geography, and public urgency aligned simultaneously. They did not happen through market forces alone.
Worked Example
France connected 52 nuclear reactors to the grid between 1975 and 1990, adding about 54 GW of net capacity.

France alone, in the 1980s, built at nearly a fifth of the entire world's peak-era nuclear construction pace. What enabled that speed?
A single government decision-maker (the Messmer Plan), a single reactor design (reducing engineering costs), and a motivated workforce from the national utility EDF. Countries that attempted nuclear buildouts with multiple reactor designs, fragmented regulatory authority, or contested siting processes built much more slowly.
The exceptions prove a narrower rule: fast transitions are possible, but they require institutional conditions that are rare.
