Prerequisites
Methane went from a policy afterthought to a top-three climate priority in less than five years. The regulatory response is still catching up.
Three overlapping regulatory tracks now target methane from oil and gas: EPA's methane rule (finalized 2024, requiring leak detection and repair at wellsites, compressor stations, and processing plants), the Methane Emissions Reduction Program (IRA Section 136, imposing a fee of $900/ton rising to $1,500/ton on facilities exceeding waste emissions thresholds), and the Global Methane Pledge (150+ countries committed to a 30% reduction in methane emissions by 2030 from 2020 levels).
The EPA rule targets operations: plugging leaks, replacing high-bleed pneumatic controllers, eliminating routine flaring. The IRA fee targets economics: making excess emissions expensive enough to change behavior. The Global Methane Pledge targets diplomacy: creating international momentum, though it has no enforcement mechanism.
The $1,500/ton fee in context. A mid-size natural gas processing plant emitting 1,000 tons of methane above the IRA threshold faces a $1.5 million annual fee.
Is that fee large enough to change behavior?
It depends on abatement cost. Replacing a high-bleed pneumatic controller costs roughly $500-2,000 per device and eliminates 5-10 tons of methane per year. At $1,500/ton, the payback is under one year. For most routine sources, the fee exceeds abatement cost by a wide margin, meaning it should drive rapid compliance. For super-emitter events (well blowouts, equipment failures), the fee is less relevant because these are already unintentional and costly.
The IRA's methane fee and the EPA's methane rule target different mechanisms for reducing emissions. The key difference:
