Black Start Resources

Prerequisites

Not every generator can restart a dead grid. Black start capability requires a self-starting energy source, and the traditional options are narrowing as the generation mix changes. Understanding which resources qualify, and which do not, reveals an underappreciated reliability constraint in the energy transition.

Traditional black start resources. Hydroelectric plants are ideal: gravity drives water through the turbine with no external power needed. Diesel generators are ubiquitous and self-contained. Some gas turbines have battery-powered or compressed-air starters. Nuclear plants cannot black start (they need external power for coolant pumps and control systems). Coal plants require hours of pre-heating even with external power.

The emerging challenge. Solar and wind cannot black start in the traditional sense: solar needs an inverter powered by external electricity, and wind turbines need grid power for pitch control and yaw systems. But grid-forming inverters paired with battery storage can provide black start capability. Tesla's Hornsdale battery in South Australia showed the underlying capability by holding the state's grid stable as an island during a 2019 separation event, and grid-forming batteries have since demonstrated black start in dedicated trials.

As coal and gas plants retire, will the grid have enough black start resources?

Only if planners designate replacements. RTOs compensate black start units ($50-200 million annually across US RTOs). As thermal plants retire, that capability must transfer to batteries, hydro, or other self-starting resources. PJM and ERCOT have both begun updating black start procurement rules to include battery storage, recognizing that the traditional fleet is shrinking.
